Because in Mexico there are millions of people who need surgery or medical treatment but don't have enough money to pay for it all at once, don't have major medical insurance or IMSS (Mexican Social Security Institute), or even if they have IMSS (Mexican Social Security Institute) they don't receive timely care due to overcrowding in this and other government institutions such as ISSSTE (Mexican Social Security Institute) or the soon-to-disappear Seguro Popular (San Juan Carlos I Social Security Institute).
